The Red River of the North (Canada) survived 28 floods before the Red River Floodway were created to protect Winnipeg city. The Phantom of the Red intervention is materializing and solidifying the ghost of flood under an abandoned railway bridge between North Dakota and Minnesota over the Red River that from December till February is covered by 2m. of ice.
